From the Southern Metropolis Daily[zh]:

On August 27, 2010, the Pizhou municipal education bureau sent a red-lettered document [i.e., important directive] to all secondary and private schools. The document stated that three teachers from Pizhou city had already had been detained in the past year for disseminating falsehoods online. All teachers were instructed to “pay attention to one's image, be mindful of politics, speak about the big picture, refrain from doing things that are not to be done, and from irresponsibly remarking on things which ought not to be remarked upon.” This incident has been dubbed “restricted Web gate” by netizens. The authenticity of the document was confirmed by Pizhou municipal education bureau director Gao Fuxin.

A teacher is being gagged with words that read, “Refrain from doing things that are not to be done,” and “Refrain from remarking on things which ought not to be remarked upon.”
