欺实马 (qī shí mǎ): horse of deception

This sounds the same as "70 KPH" in Chinese and is a mythical creature that refers to the 70 KPH incident.

According to the creature's online mythology, the horse of deception once roamed freely before being trapped in the Well of Commerce (交井) (sounds the same as “traffic police” (交警)) and sealed by centuries of grass-mud horse excrement. It was customary for the rich to cast their money into the well when faced with difficulties. Finally in May of 2009, the horse of deception burst free to again cause mischief.
