“Shocking proposals” refer to shocking statements or draft laws made by representatives to the Two Sessions. A video depicts some of the most “shocking proposals” from the 2011 Two Sessions, including:

• A comment that people from the countryside should not attend college because they could never become accustomed to living in crowded cities.

• A comment that inflation and rising housing prices were caused by people having two much money.
