SECRETARY OF State Condoleezza Rice’s six-country, eight-day tour of Asia was a welcome foray into direct diplomacy. In India and Pakistan, Rice soundly encouraged peaceful relations between the two nuclear powers. However, when it came to the nettlesome issues of North Korea’s nuclear weapons capability and the future of US relations with China, Rice appeared to join the coterie of hard-line conservatives who have never ceased treating China as an inevitable strategic rival that must be encircled and contained.
