India and Japan instituted a strategic dialogue that was spelt out in the eight-fold initiative signed between Prime Minister Manmohan Singh and Koizumi on Friday. The dialogue is at the level of the National Security Advisor ” higher than the one between India and China ” which is at the Foreign Secretary level.
