Miguel Helft: U.S. must keep pressuring China on trade grievances

From the San Jose Mercury News:

China has quietly been drafting new rules for government purchases of software that strongly favor domestic products. Under the draft rules, national and local government agencies would be allowed to buy only software that is at least 50 percent locally made and whose copyrights are owned by a Chinese entity. Microsoft Windows or Office? They wouldn’t qualify. Oracle databases or Adobe Photoshop? They wouldn’t either. Enterprise products from Germany’s SAP? Nope.

The rules are of particular concern, since rampant piracy by Chinese individuals and businesses often leaves government agencies among the few entities that actually pay for software.
