From Xinhua:

China, known as a country with a history of benevolence, underlined charity at a national conference for the first time this week, calling upon the whole nation to aid those in need.

“The meeting is a strong signal from the government for society to support social charities, and reveals a picture that charities are burgeoning across the country,” said Li Xueju, minister of Civil Affairs, in enunciating the purpose of the conference.
