China Province Sets Huge Fines For One – Child Rule – Reuters

According to Reuters and Xinhua, provincial officials in Hunan are planning to levy exorbitant fines on those who violate the one-child policy in an effort to target the wealthy elite who can afford to violate existing rules. The Reuters article says that in Hunan between 2000-2005, 1,968 officials violated the policy including a delegate to the National People’s Congress who had four children with four mistresses:



The provincial parliament in Hunan is discussing a draft amendment of local family planning regulations that would raise the fines after revelations this month that almost 2,000 officials and celebrities had broken the country’s family planning laws, it said on Wednesday.

“Those who had an illegitimate child would face an additional fine six to eight times the income of the previous year,” it said. [Full text]
