China’s domestic media has reported widely on an internal government report, which discovered 1.4 billion yuan missing from the official budget, including funds slated for Olympics projects and poverty relief funds. In one example, in Chongqing, only 0.3% of intended poverty relief funds went to aid farmers. Misuse of funds was reported at 41 out of 55 of the departments audited, according to the Xinhua report, which is here. The BBC also reported on this here.
