Doctor Jiang Yanyong is not being allowed to travel to the Philippines to receive the Ramon Magsaysay award, Asia’s highest honor. According to a VOA report in Chinese, Dr. Jiang was visited by a military official who told him that, as a military employee, he is not allowed to collect foreign awards.
