There are 10,000 safety and stability commissioners and 300,000 party members and government officials participating in community service management … Since 2007, Beijing has established a new social service management grid to strengthen social service management and to keep social stability as the No. 1 priority.
Localities across the country are strengthening social management innovation and utilizing gridded management to improve the service level of social management. With residence management as the core, management effectiveness will be increased while service is perfected. Service levels will be increased while management is strengthened.
Niu Qingshan, the director of Beijing’s Dongcheng District, explains that his district has established a “three tiered platform”: a social service management integrated command center, a roadway social service management integrated command center and a community social service management integrated work station. Important areas and the people’s needs and recommendations can be timely and thoroughly understood via grid management, while contradictions and disputes can be resolved within the grid.
It’s understood that based on Dongcheng District’s administrators, assistants and supervisors shared responsibility of service management within the grid, they diligently realize their goal: “Small incidents are handled before they leave the grid. Big incidents are resolved before they leave the community or the roadway.” The role of this new gridded social service management model is gradually materializing. It’s brought a new atmosphere to traditional social management.
“Gridded social service management has expedited a transition in our working ideology from ‘prioritized regulation’ to ‘management and service as an equal priority.’ ” Niu Qingshan said.
Gridded social service management carries on with “human-oriented” ideals.
