In the latest phase of the effort, announced two years ago, China plans to plant trees in an area of 170,000 square miles ” just over the size of California ” over a decade.”

“And yet for all their efforts, officials are hard pressed to answer two fundamental questions: has tree planting on this scale done any good, and what has it cost?”
