President Roh Moo-hyun and China’s President Hu Jintao met on July 7, 2003. The meeting was a starting point to arrange the first round of six-way talks to replace the U.S.-North Korea-China format that had been used before.
A senior Seoul official recalled, “President Roh sent a message to North Korea’s Kim Jong-il by way of Mr. Hu. He asked North Korea to join the multilateral talks. Before visiting China, Mr. Roh developed some logic to convince the North that the multilateral negotiations would be useful. Later, I was told that the message, sent via Mr. Hu, was delivered to the North. Although it was not made public at the time, Mr. Roh’s diplomatic efforts played an important role in opening the six-nation talks.”
