U.S. policy divisions with Europe over Iran and China will test on Wednesday the upbeat mood nurtured by Condoleezza Rice this week on her maiden journey as secretary of state.
The top U.S. diplomat flies from Paris to Brussels, headquarters of the 25-nation European Union, with the sides at odds over negotiations to end Iran’s suspected nuclear arms programs and weapons sales to China.
The United States has rejected Europe’s calls for the Bush administration to bolster its bargaining power with the Islamic Republic. Europe has rebuffed U.S. pleas to reverse course on plans to lift an arms embargo on China.
