In the end, CNOOC Ltd., China’s third-largest oil company, blamed politics for thwarting its attempted buyout of Unocal Corp.

But if legislators who opposed CNOOC’s efforts were correct that America is more secure because of CNOOC’s failure, it remains to be seen what else the U.S. may have gained – or lost – in its relationship with China.
