U.S. President George W. Bush will meet Chinese President Hu Jintao in Beijing tomorrow. Bush has faced increasing domestic political pressure to take a harder line on China. The president will attempt to respond to this implicit call for “containment,” without creating a serious confrontation with Beijing, by exhorting China to assume its “global responsibilities” as a rising world power.
In contrast to previous containment debates, in which the business and trade community favored “engagement” while defense and more ideological interests pushed containment, the new confrontational approach draws support from both groups.
