Shanghai will set up a special mechanism to monitor the increasing influx of migrant workers, who now account for nearly a third of the city’s population, officials said over the weekend.
The new oversight system – details of which were not disclosed – will provide information about the city’s migrants and help authorities deal with issues such as the higher birth rate among the newcomers, said Su Yan, who works for the migrant population division of the Shanghai Population and Family Planning Commission.
According to figures released at the session, 5.81 million people came to Shanghai from other places last year, 8.4 percent more than a year earlier. One-third of Shanghai’s newborns were delivered to migrant families last year. The babies produced by migrant workers who did not take part in the family planning network accounted for 88 percent of the city’s total unplanned births, officials said. [Full Text]
