A rural Guangdong community has a new, controversial policy to attract talent through a set of incentives, translated by CDT from Sohu.com:
Qibang Village has basked in an extraordinary economic boom over the years, raising its profile as its GDP surpasses 100 million yuan. But at the same time there’s been an exodus of residents into the cities. More than 300 have left the village by 2000. Now this community of 1,200 in Jiangmen City are racking their brains to attract young talent back to help continue its economic glory.
A new policy, that is likened to building a nest to attract a “phoenix,” is encouraging village offspring, especially those attending college, to marry someone with higher education and to bring their family back to work for numerous companies in town, including metals, electronics, packaging, fruit wholesale, bamboo and wood products.
Those who bring back their educated loved ones will be rewarded 10,000 yuan in cash. And there is a set of incentives, including discounted prices to buy a villa-house and other health insurance and bonus packages.
This policy has drawn many criticisms as well.
