When talking about “Rank Privileges”, cynical comments like “Department Monks” have already become commonplace and news reports continue to be seen. In the past few years, it has been said that academicians from the two Institutes are able to enjoy vice-provincial privileges, but once exposed this was denied strongly. In the spring of last year, in a major newspaper it was said that even official published teaching materials had a ranking of “vice-bureau.” Then I didn’t know what to say, but I never thought that at the beginning of this year there would be another report of it, leaving me gagging.
