Hu’s comments, made in Macau on the fifth anniversary of its return to Chinese rule, seemed designed mainly as a response to disgruntled democracy advocates in Hong Kong who have chafed under Beijing’s restrictive rule and dismissed the “one country, two systems” policy as a promise betrayed. ”
