China is the main determinant of Taiwan’s destiny, and how it reacts will to a large extent determine Taiwan’s future. Thus, the question of whether China is friend or foe is an important question.
What can we say about this important topic? First, before the emergence of former President Lee Teng-hui’s “two states” theory — that it, there are two states on each side of the Taiwan Strait — both sides could at least agree to disagree on what was the true China, but both agreed there was only one China. Now that basic agreement has fallen apart. Lee’s successor, President Chen Shui-bian, cannot be expected to overturn this basic doctrine.
