The Pentagon’s new Quadrennial Defense Review makes the first formal step in designating China the number one enemy.

Most coverage of the QDR has focused on the planned growth of special operations forces, its hardware decisions, and its articulation of a “long war” against terrorism.

But buried in the hard-to-penetrate bureaucratize is a clear message: The United States will seek to ensure that “no foreign power” will develop “regional hegemony” or “disruptive” capabilities and China is the only nation with the capacity to do both.
