A farmer from Dayaopu Village of Cheng’an County in Hebei Province, as a representative from the public, recently sat in at a county party standing committee meeting about personnel changes of eight county cadres.
The county will, from the second half of the year, open its party meetings about personnel appointments and major issues to the general public. The “social audit system” will have to invite representatives from at least a member from each of the following six categories: county officials, retired cadres, people’s congress delegates or CPPCC delegates, general cadres, the public, and the media. The auditors will be selected randomly by the computer.
