Anson Chan, once the Hong Kong government’s second highest-ranking official, formally emerged from an increasingly restless retirement yesterday, declaring her intention to help reinvigorate the democracy movement and castigating a recalcitrant “business elite” for standing in its way.In a speech to the Foreign Correspondents Club, Ms Chan announced her intention to form a “core group” that would lobby for universal suffrage ahead of the territory’s chief executive election, scheduled for March next year, and beyond.While the former lieutenant to both Hong Kong’s last British governor and first Chinese chief executive stopped short of declaring her own candidacy, her latest gambit will turn up the heat on Hong Kong’s incumbent chief executive and Ms Chan’s former government colleague, Donald Tsang.
