“Scientific development,” emphasizing a view of development that is people-centered, multi-faceted, harmonious, and sustainable, is a fashionable term in China nowadays and enjoys support from all strata of society. What this article wants to add is that democracy is also a development concept; science and democracy are both aspects of social development concept.
This statement is well-founded: ever since the May 4th Movement, science and democracy have long been discussed together, with one supplementing the other and both being essential. To build a modern “great power” (before talking “its rise”), without either science or democracy, it is unimaginable.
