On September 15, a Xinhua commentary drew attention to recent state-owned enterprise reform guidelines published by the CCP Central Committee and the State Council, which called for upholding the status quo amid widespread economic concerns. Censors appear intent on maintaining the original headline of the commentary after news portals reprinted it under new headlines. Both liberal media outlet Caijing and leftist website Utopia posted the Xinhua piece under the headline “Xinhua: We Must Take a Clear Stand Against All Types of Privatization.”
Since directives are sometimes communicated orally to journalists and editors, who then leak them online, the wording published here may not be exact.
