Nanfang Daily reports that China is again openly contemplating reforms to its much criticized system of Reeducation through Labor to comport better with recent social and legal changes. Clarifications to the existing legal framework behind laodong jiaoyang, as well as modernizations to it are under consideration; but no decisions are expected this year.
