The State Council, China’s cabinet, issued a document with suggestions to solve problems for migrant workers, urging big cities to actively and steadily issue residency, or hu kou, to migrant workers, numbered more than 100 million. The document also called attention to law enforcement efforts to better protect migrant workers’ rights, providing more legal service, and improving the petition reception and investigation, among other things.
