In what seems like a perverse way of bridging the digital divide, China, in an effort to transfer skilled workers from the the country’s cities to underdeveloped provinces, are forcing thousands of students to either find a job out in the poor provinces or be forced to move to Inner Mongolia. The article does not detail what kind of skilled students, either high-tech or otherwise, are being forced to the countryside.
Just sending skilled workers to undeveloped provinces does not seem to be the most effective way to help those provinces move into the modern age. How could skilled workers be useful at an undeveloped province with no resources or backing of any kind?
