Jason Leow: China discovers power of media for framing debate

From The Sunday Times:

Ethnic relations and corruption are hot issues at the annual meeting of the National People’s Congress, China’s parliament, when delegates converge in Beijing to debate issues of national import.

What is different this year is that China set the agenda for debate by judiciously using the media and releasing timely information days before the NPC session opened this morning, something it did not do in previous years.

This includes the release of a White Paper on ethnic minorities, China’s first such document, on Monday.
