Tensions between China and Japan, already heightened by incidents in recent months that have included a Chinese submarine’s incursion into Japanese waters and new Japanese defence guidelines, have risen sharply as a result of Chinese protests over a Japanese history textbook that many claim downplays Japanese atrocities in the region. Increasing rivalry between the two countries, for natural resources and recognition as the region’s pre-eminent power”along with the continuing potential for friction raised by the North Korean nuclear threat, Japan’s planned constitutional reform and China’s policy on Taiwan”makes it likely that bilateral relations will remain troubled or worsen during 2005.
