The number of low-income population, earning 683-944 renminbi a year ($85-118/year), is 40.7 million, or 20 million less than five years ago.
A major goal for the 11th “Five-year Plan,” the document says, is to basically resolve the problem of food and clothing for rural poor and gradually raise their income.
