According to a mid-term result released by the Office of Poverty Prevention of the State Council on its “Rural Poverty Prevention Development Plan 2001-2010,” there are still 23.7 million Chinese who don’t have enough to eat and wear, a decrease of 5.6 million in five years. The number of low-income population, earning 683-944 renminbi a year ($85-118/year), is 40.7 million, or 20 million less than five years ago.

A major goal for the 11th “Five-year Plan,” the document says, is to basically resolve the problem of food and clothing for rural poor and gradually raise their income.
