Edmund L. Andrews: Democrats Try New Tack Over Trade With China

After nearly two years of fruitless financial diplomacy toward China over exchange rates, the Bush administration faces a growing rebellion from Congress.

Senate Democrats are threatening to block President Bush’s nominee for United States trade representative, Representative Rob Portman, Republican of Ohio, who comes up for a confirmation hearing on Thursday…

That moves come less than two weeks after a majority of Senate Republicans broke ranks with the Bush administration and expressed support for a bill that would impose tariffs of up to 27.5 percent on all Chinese imports if China fails to let its currency float more freely.
