Mr. Zha Jingui, nearing 60, chief of automobile administration bureau of Nanjing City, Jiangsu, kept 13 mistresses. But he is dwarfed by Xu Qiyao, chief of Jiangsu provincial construction department in Nanjing, who kept more than 140.
Quality:
Mr. Zhang Zonghai, propaganda chief in Chongqing City, routinely keeps a room at 5-star Hilton Hotel in the city. His three criteria for picking mistresses are: college degrees or higher, pretty, and unmarried.
