Chinese authorities are working on an action plan for the post-Dalai Lama scenario in Tibet. The plan involves promoting the officially ordained Panchen Lama as the supreme spiritual leader of the Tibetan people and making skillful political use of the economic changes that the newly launched Tibet railway will bring about. The impressive performance of the railways is one reason why Beijing has begun to re-evaluate its approach to both Tibet and the border talks with India, sources said. [Full text]
