Michael Manning, an American blogger living in Xinjiang noted following story on his The Opposite End of China blog:

Hong Kong-based Phoenix Weekly magazine has written a story about those shifty-eyed Uyghur children often seen lurking in the dark corners of China’s eastern cities. It turns out that most of the children aren’t pickpocketing by choice, but like those brick kiln child slaves recently discovered in Shanxi, have been forced or tricked into their current situation.
