Shanghaiist reports that “emergency units” have been patrolling Shanghai’s streets prior to and during CICA, which is taking place in the Shanghai Expo Center May 20-21. CICA is a multilateral organization focused on peace and security among its member states. The US is an observer. The Diplomat’s Mu Chunshan explains the origins of CICA and it role in anti-terrorism.
