In an article in the Guardian, Isabel Hilton observes: “It is difficult to pull off the modernisation of a society as complex as China’s without relaxing authoritarian controls… Beijing routinely suppresses news of civic protest, fearful that strikes and demonstrations might coalesce into something more organised. They feared that Zhao Ziyang’s death might galvanise just such a movement.”
