While China’s food security crisis has resulted in Chinese people fearing that nothing is safe to eat, a source has revealed that China has always had one special source of food and supply network: that which serves national Communist Party and government officials. This food is specially produced, transported, and examined, according to especially strict standards, translated by CDT.
On August 18, 2008, State Council (China’s Cabinet) Party and State Organizations Special Food Supply Center Director Zhu Yonglan (祝咏兰)gave the following address:

Hello everyone! I am very happy to represent the State Council Party and State Organizations Special Food Supply Center in chairing this conference.
The State Council Party and State Organizations Special Food Supply Center was established in April 2004. It was a collaborative organ of the State Council Veteran Cadre Activities Center National Organic Produce Supply. It is supported by the State Council Logistics Base, Central Security Bureau farms, and supply bases spread over all 13 provinces, municipalities directly under central government control and autonomous regions. These bases supply the 94 ministries’ and commissions’ veteran cadres with high quality organic food products. Our Center is fully empowered to specially supply the State Council Veteran Cadre Activities Center.
The State Council Party and State Organizations Special Food Supply Center carefully oversees the process by which all food products, tea, alcohol etc. are chosen. There are only a handful of products that merit the label “Special Product to Central Party and State Organs.” All the organic produce is carefully selected according to international and national organic production standards, and inspected according to rigorous national approval processes. All corporations and centers that pass this supply system process are periodically reevaluated, and if their standards do not remain of the highest caliber they are excluded. At present, the northeast rice supply base, Wuhan (Hubei Province) aquatic product cultivation base, Yunnan tea production base, and Inner Mongolia beef and mutton production base all qualify as model national food supply bases, and are used not only for selection and purchase of food products but also for training purposes.
Our “Party and National Government Special Supply” products accord with the highest standard. Everyone knows that at present average production facilities use large quanitities of chemical fertilizers and pesticides. Antibiotics and hormones are used in the raising of animals. Aquatic animal products are raised in polluted waters. All of these toxins end up in the final food products (all kinds of produce, meat, dairy products etc.). It goes without saying that these are harmful when consumed by humans. Organic products are all naturally grown and processed, no chemical fertilizers, pesticides, growth hormones, antibiotics, contaminated or polluted materials, or chemical additives or preservatives or genetically modified products are used, and they are approved according to organic produce standards. If any product does not meet the above standards, it cannot qualify as a “Central Party and Government Organization Special Supply Product.”
Regarding “nourishment,” organic produce cannot have been polluted or contaminated or have any additives. This is to preserve natural nourishment, and ensure that this food has more fiber, trace elements, and minerals.
In order to satisfy the State Council Veteran Cadre Activities Center’s requirements, we classify this health maintenance food according to special categories. It is specially categorized in between regular food and pharmaceuticals. These products must pass animal quality inspections and receive the approval of the National Food and Medical Products Inspection Administration Bureau. This ensures it is not polluted, or tainted by hormones or chemicals. Then the products have to undergo GPM (Government Process Management) national certification and ISO09000 quality system certification.
The State Council Veteran Cadre Activities Center’s special selection of health protecting food products is the result of the State Council Party and State Organizations Special Food Supply Center and Central Safety and Quality Certification Center joint certification process. Nationwide more than 1,000 health protecting food products have been inspected and approved by this procedure. From the perspectives of the six big criteria of: security, efficacy, after sale service, external appearance, consumer reputation, and quality management, these products all pass with the highest marks. After a half year process of measuring these six standards, the “Shandong Province Ke’er Yikang Medical Capsules” and “Jinduolaike Sugar Substitute Capsules” received the highest marks.
