On May 24th, 2004, Zhao Yong, Secretary of the Standing Committee of the Chinese Communist Youth League, addressed the middle-level cadres at the China Youth Daily in a meeting. The conversation was supposed to be about a scandal in which a China Youth Daily reporter violated professional standards, but the subject moved on to a demand for properly defined conduct from the newspaper.
