China looks to California for solutions on saving energy – Robert Collier

As the United States and other major nations face an increasingly costly struggle for energy supplies and consensus grows that global climate change is a serious problem, government officials from Washington to Beijing are increasingly looking to California for solutions…

California’s influence is especially felt in China, the world’s fastest-growing economy and its fastest-growing polluter.

Last month, officials from the state Public Utilities Commission, the Energy Commission and Pacific Gas and Electric Co. signed a pact with Jiangsu province, a booming coastal region of 75 million people, and informal agreements with Shanghai province and the central government in Beijing, to provide expertise and training to Chinese regulators and utility companies.
