The plan to build the coal-burning Binhai plant was approved by Liu Tienan [zh], a senior official in the National Development and Reform Commission currently being investigated for disciplinary violations. The Shenzhen city government stated on May 21 that only research on the project has been approved, not any actual construction plans [zh]. The Guangdong Province Propaganda Department issued a directive about media coverage of Binhai on May 18.
