Li Yuanchao, the Minister of the Organizational Department of the Central Committee of the Chinese Communist Party, pointed out recently, party cadres must be able to resist seduction, control the gate of desire. [The Party] must make one restriction explicit: Party member cadres are not allowed to enter vulgar places, not allowed to have “sanpei” mistresses [paid hostesses who accompany men at entertainment venues] at banquets, otherwise it will give a negative mark for daily moral behavior on the cadre’s assessment record.

Li Yuanchao gave this speech during the Fall 2009 opening ceremony for the Pudong, Jinggangshan and Yanan Cadre Institute.
