The “One Child Policy”* has indeed surpressed the birth rate. But in the face of the inertia of the population decline, administrative orders will be of no avail. This is because you can disallow people from having children, yet have no means of forcing people to have children. Therefore, the primary goal of China’s current population policy should not be to deal with the population increase that has already run its course, but rather to “put the brakes on” the trend of population decline that will inevitably emerge in the future.
